<P>Exactly 11 years ago, the UN Security Council passed Resolution 1325 (October 31, 2000). This groundbreaking resolution sent a significant message to many countries,including Israel.&nbsp; The principles of the decision, which emphasize representation of women in peace negotiations and increased protection of women and children against violence in conflict situations, were found to be very relevant to the Israeli society that has been dealing with a long-term conflict situation over the years.&nbsp; <EM>Adv.             <title><![CDATA[Israeli Social Protests: the key to changing everything?]]></title>

<P>For the first few weeks of the housing-cum-social protests in Israel, nothing else seems to matter. For at least a week or two after the “J14” protests began (on July 14, in Tel Aviv), the press happily let it muscle out everything else – Palestinians, Iran, September, democracy barely reached back pages of the papers.&nbsp;Everything seemed drowned out by a chorus of wonder and amazement at the growing numbers of protesters flooding the streets weekly, including tens of thousands who have demonstrated or set up camps in at least 13 other cities or towns around the country. Only the crashing global markets seem to have penetrated the euphoria.</P>]]></description>

            <title><![CDATA[The Israeli Summer]]></title>
            <description><![CDATA[<img style="float: left; margin: 0px 5px 5px 0px" src="http://www.boell.org.il/images/pics/teaser_social_justice.jpg" alt="" border="0" />After Daphne Leef, a twenty-five-year-old video editor, got word from her landlord that her lease wouldn't be renewed, she discovered she'd been priced out of Tel Aviv. Housing prices in the city have increased by 65% in the past five years, with rents rising in tow. A thousand-foot apartment in the city rents these days for two to three thousand dollars a month, which is more than most Israelis make altogether. Financial planners advise to keep rent costs to 30% of income, but to stay in Tel Aviv, young professionals need to sign over their salary checks in full, taking second jobs, loading up on roommates or counting on monthly supplements from parents. For Leef, who since finishing film school has made clips for some of Israel's biggest pop stars, none of these options made sense. When she considered her situation, something snapped. So she posted on Facebook that when her lease was up, she would pitch a tent in the city center, inviting to join her all those fed up at finding their salaries fall short of their rent.

<P>The post-war novel by Hans Fallada&nbsp;<EM>Alone in Berlin </EM>(Jeder stirbt fuer sich allein, published in 1947 in East Berlin) became a major success in Israel during the past year.&nbsp;Yossi Yonah, professor of philosophy at the Jerusalem-based Van Leer Institute,&nbsp;is looking into the Israeli perception of the novel. He comes up with two surprising aspects: that the Israelis are geared to have a more nuanced picture of Nazi Germany and that they are drawing conclusions for the democratic future of their own country.&nbsp;&nbsp;<BR>Originally written for the Heinrich Boell Foundation in Israel, the article was published in the German weekly&nbsp; “Der Freitag” with the assistance of the Tel Aviv Office. </P>]]></description>

            <title><![CDATA[Global Environmental Governance and Rio +20: Thinking Big – Doing Little?]]></title>
            <description><![CDATA[<img style="float: left; margin: 0px 5px 5px 0px" src="http://www.boell.org.il/images/pics/BarbaraUnmuessig.jpg" alt="" border="0" />There is little faith in the reform of the UN system; nonetheless, the United Nations Conference on Sustainable Development, to be held in Rio de Janeiro in 2012 – also known as Rio +20 – is not only to set the stage for a green economy, but also to provide an impetus for the institutional reform of the UN environmental sector. The ministerial-level advisory group brought together by the UN Environmental Program (UNEP) is preparing the reforms. The state of the discussion is analyzed here by Barbara Unmüßig,&nbsp;board member of the Heinrich Böll Foundation.

            <title><![CDATA[Myths About Nuclear Energy - Hebrew Edition]]></title>
            <description><![CDATA[<img style="float: left; margin: 0px 5px 5px 0px" src="http://www.boell.org.il/images/pics/external_cover_myths_in_Hebrew_80.jpg" alt="" border="0" />The Israel office of the Heinrich Boell Stiftung published a Hebrew translation of the book, <EM>Myths About Nuclear Energy: How the Energy Lobby is Pulling the Wool Over Our Eyes</EM> originally published in German as part of a HBS series on ecology. In addition to the translation, HBS Israel commissioned Dr. Shahar Dolev from the Israel Energy Forum to write a preface and summary in order to provide background and context to the Hebrew speaking audience on nuclear energy and the current discourse in Israel. The book debunks seven commonly held myths on nuclear energy including issues of safety, atomic waste disposal, climate protection among others. ]]></description>

            <title><![CDATA[Working Group's 'No Justification for Polygamy' Campaign Sparks Discourse Nationally]]></title>
            <description><![CDATA[<img style="float: left; margin: 0px 5px 5px 0px" src="http://www.boell.org.il/images/pics/cove80_(2).jpg" alt="" border="0" /><EM>The Working Group for Equality in Personal Status Issues</EM>, a coalition of women's and human rights groups that works to promote the status of Palestinian women citizens of Israel, has just concluded the first round of its campaign against polygamy ─ a project supported by the Heinrich Boell Stiftung Israel office since 2008. Launched through media across the Palestinian minority throughout December 2010, the campaign was geared to publically, and for the first time, broach a critical discussion across the Palestinian minority around the legitimacy of polygamy. Beyond being endemic throughout the Palestinian minority (particularly within the Bedouin population, where polygamous households constitute an estimated 33% of all households), polygamy still enjoys widespread social legitimacy and justification among an even wider section of the Palestinian population.

            <title><![CDATA[Delegation of Israeli NGO representatives to Cancun]]></title>
            <description><![CDATA[<img style="float: left; margin: 0px 5px 5px 0px" src="http://www.boell.org.il/images/pics/cop16.jpg" alt="" border="0" />Balmy weather greeted the hundreds of delegations that arrived in Cancun Mexico on the first week of December&nbsp;for the United Nations Climate Change Conference. The <EM>Paths to Sustainability Coalition</EM>, run by <EM>Life &amp; Environment </EM>and funded by HBS Israel, sent a delegation of three NGO representatives to participate in the conference following their participation in preparatory meetings with the official Israeli delegation. In addition, the coalition published a position paper in English and Hebrew critiquing Israel's climate policy thus far. The NGO representatives' participation is part of an overall strategy of the coalition to engage decision makers and advance climate policy in Israel.

            <title><![CDATA[10th Anniversary of UN Security Council Resolution 1325 ]]></title>
            <description><![CDATA[<img style="float: left; margin: 0px 5px 5px 0px" src="http://www.boell.org.il/images/pics/1325_start_80px.jpg" alt="" border="0" />On October 31, 2000 the UN Security Council adopted Resolution 1325 on “Women, Peace and Security.” This resolution provides that women be adequately represented on all levels in peace building processes and in the making of security policies.<BR>Ten years after the adoption of UN Resolution 1325, the Gunda&nbsp;Werner Institute (GWI) of the Heinrich Böll Foundation in cooperation with the German Women’s Security Council and Peace Women Across the Globe, hosted an international conference in Berlin to examine the implementation of the resolution.<BR>Anat Saragusti, a board member of <EM>Itach-Maaki - Women Lawyers for social Justice</EM>, supported in its 1325 implementation efforts by the Heinrich Boell Stiftung Israel office, was invited to the conference to present the Israel case study at the conference in Berlin on October 28th, 2010. ]]></description>

Three top international experts were recruited for the workshop and&nbsp;participated in the day of multi-sector learning and dialogue&nbsp;together with a&nbsp;group of leading academics, environmental leaders from civil society, top officials from the Ministry for Environmental Protection and business leaders from Israel. The next day, the international experts were invited by the Knesset Environment/Health Sub-Committee to present their findings and recommendations. ]]></description>

The events took place on the background of the 100th birthday of Tel Aviv and the 20th anniversary of the fall of the wall in Berlin. Participating authors were Orly Castel-Bloom, Alon Hilu, Dror Burstein, Shimon Adaf, Marc Buhl, Iris Hanika, Judith Kuckart and Hatice Akün. The opening evening was a panel discussion with politicians (Dov Khenin, Franziska Eichstädt-Bohlig) and intellectuals (Joshua Simon, Jochen Visscher) from both cities, moderated by Nir Baram.]]></description>

            <title><![CDATA[Nuclear Power is not an alternative!]]></title>
            <description><![CDATA[<img style="float: left; margin: 0px 5px 5px 0px" src="http://www.boell.org.il/images/pics/Nuclear_sign_teaser.jpg" alt="" border="0" />The controversy about the use of nuclear power continues. In connection with the debate about climate change and what can be done about it, the nuclear industry and political forces that support it have undertaken efforts to present the use of nuclear power as a means of combatting climate change. The Heinrich Boell Foundation has published a paper “<A title="Nuclear Power - Myth and Reality" href="/downloads/NIP1RosenkranzEndf(English_version).pdf" target=_blank>Nuclear Power – Myth and Reality</A>” as early as February 2006, which argues against this notion. <BR>The heated debate has recently become more evident also in Israel. In the Israeli newspaper <EM>Haaretz </EM>from August 7, 2009, Gal Luft demanded a serious debate on the use of nuclear energy in Israel, while practically proposing its use. Joern Boehme, the director of the Israel office answered the claims made by Gal Luft concerning the debate in Germany in a letter to the editor, published in <EM>Haaretz </EM>on August 18, 2009.]]></description>

He gave a lecture about his initiative to bring the Nazi past of the Foreign Ministry to light. In the packed hall of the Tel Aviv Museum, Fischer spoke about the findings of the research committee looking into the involvement of German diplomats in the holocaust.&nbsp;<BR><BR></P>
<P><B>German Israeli Literature Days 2011: </B><B>Parallel Worlds. </B>Parallel Worlds is the title of this year’s literature days organized by the Heinrich Boell Foundation in Tel Aviv together with the <A href="http://www.goethe.de/ins/il/tel/heindex.htm" target=_blank>Goethe Institute</A>, taking place at various locations in the city from October 24th to 29th, 2011.&nbsp; Five authors from Israel will meet during a period of 5 days with their German and Swiss counterparts. They will read from their most recess books and discuss with the public the subject of parallel worlds. The week starts with the panel discussion including Israeli, Swiss and German intellectuals on the challenges the modern world is confronted with and how human rights and multiculturalism are dealt with in the three societies respectively.&nbsp;<BR><BR></P>
<P><B>Transnational Migration and Multiculturalism&nbsp;</B>A seminar will be held in November In cooperation with the Jerusalem-based <A href="http://www.vanleer.org.il/eng/" target=_blank>Van Leer Institute</A>, to discuss the impact of mass migration in Europe, Germany and Israel.             <description><![CDATA[<STRONG><A title=Itach-Maaki href="http://www.itach.org.il/" target=_blank linkindex="36">Itach Maaki&nbsp;- Women Lawyers for Social Justice</A></STRONG>: Following the success of Itach-Maaki's 2010 Supreme Court petition against the Turkel Committee and the initiation of broad public discussion regarding women's participation in policymaking, Itach-Maaki’s project <EM>Women's Voices = Women's Impact </EM>continues to work toward diverse women’s full involvement in all aspects of public life and policymaking in Israel.&nbsp; The project focuses on enforcing Amendment 4 to the 1951 Women's Equal Rights Law in Israel, a domestic law that broadens UN Security Council Resolution 1325 on Women, Peace, and Security to include social issues in addition to matters of war and peace and stresses the importance of the inclusion of women from diverse communities.&nbsp; <BR><BR><A title="Kayan - Feminist Organization" href="http://www.kayan.org.il/" target=_blank linkindex="37"><STRONG>Kayan - Feminist Organization</STRONG></A>: Kayan's project <EM>JUSUR </EM>supports grassroots Arab women's initiatives in towns and villages all over Israel that improve women's lives in tangible and specific ways. The project trains and encourages the leaders of these groups, provides mentoring and opportunities for exchange between them, and contributes financial resources.&nbsp; <BR><BR><STRONG><A href="http://www.phc.org.il/" target=_blank>The Coalition for Public Health</A></STRONG>: <EM>Women and Environment - The dawn of environmental justice for women. </EM>During 2011, the coalition is developing a report on the impacts of the environment on women, including air pollution and mortality and morbidity; PCB's and dioxins that are mimicking estrogen and the way they interfere in our bodies; Different metals that act as estrogen, exposing women to higher risks of cancer and endocrine disruption. The report will raise women's awareness to elevated risks caused by pollution, and will aim to convince Israeli women to be more active in demanding policy change in Israel - from cure to prevention. The report will be submitted to decision makers, Knesset members, local authorities, research institutes, etc.<BR><BR><STRONG><A title="The Working Group for Equality in Personal Status Issues" href="http://www.pstatus.org/" target=_blank linkindex="39">The Working Group for Equality in Personal Status Issues</A></STRONG>: The Working Group is launching the third phase of a multi-stage raising awareness campaign to challenge the phenomenon of polygamy (the marrying of multiple wives) in Palestinian society in a project titled <EM>Targeting Polygamy in the Palestinian Community</EM>. Despite the existence of civil legislation to restrict it, polygamy is still prevalent across the Palestinian minority in Israel, and is often given widespread legitimacy, even with the social, psychological and financial damages it incurs on families. The Working Group's campaign is seeking to challenge the very discourse surrounding polygamy in the community through public awareness activity on the national level. Coming on the heels of an intensive 2010 media campaign designed to break the silence around this issue, the third phase will be geared to deepen the commitment to this issue on the ground, through work locally in villages around the country and with NGOs nation-wide.<BR><BR><A href="http://www.joh.org.il/index.php/english" target=_blank><STRONG>Jerusalem Open House for Pride and Tolerance</STRONG></A>: <EM>Kadima</EM> is a project that aims at fostering a new generation of local LGBT leaders in a form of an ongoing training seminar. Kadima, meaning forward in Hebrew, is also an acronym for the seminar’s purposes, translated to: community, dialogue, leadership and empowerment. The training seminar puts emphasis on widening the political perspective of the participants by introducing them to the challenging realm of gender and identity politics.<BR><STRONG><BR><A href="http://www.adva.org/default.asp?pageid=5" target=_blank>The Adva Center</A></STRONG>:&nbsp; The goal of the project <EM>Gender Mainstreaming Programming & Budgeting in Israeli Ministries</EM>,&nbsp;is to work with the relevant officials in three government ministries to convince them to mainstream gender into programming and budgeting in at least one program area. This is to be done by submitting gender analyses of the relevant program areas, with recommendations for changes that will reflect greater gender-responsiveness.<BR><BR><STRONG><A href="http://www.vanleer.org.il/eng/content.asp?id=836" target=_blank>The Van Leer Jerusalem Institute</A></STRONG>: <EM>Translation of Gender Mainstreaming within Organizations: workshop in social translation</EM>. The workshop in social translation is carried out as part of the MA Program in Gender Studies at Tel Aviv University, as a joint venture with the WIPS program Center for the Advancement of Women in the Public Sphere (WIPS) at the Van Leer Jerusalem Institute. The aim of the workshop is to develop initial infrastructure of experience based models, strategies and tools for translating Gender Mainstreaming within organizational arenas, by internal actors and agents.<BR><BR><STRONG><A href="http://www.pij.org/" target=_blank>Palestine-Israel Journal</A></STRONG>:<STRONG>&nbsp;</STRONG>The&nbsp;coming issue (Vol. 17 No 3, 2011) of the PALESTINE-ISRAEL Journal:&nbsp;<EM>Women </EM><SPAN dir=rtl></SPAN><EM><SPAN dir=rtl><SPAN dir=rtl></SPAN></SPAN></EM><EM>and Power in Israeli-Palestinian Peace-building/Palestinian State-building</EM>, focuses on the power and further empowerment of Palestinian and Israeli women in the two-pronged peace-building and state-building process, and the impact of the ongoing conflict on the lives of women in both societies.             <description><![CDATA[<A href="http://www.dirasat-aclp.org/arabic/index.asp?i=650" target=_blank><STRONG>Dirasat: The Arab Center for Law and Policy</STRONG></A>, Empowering Arab Local Councils to Improve Performance<BR>- By researching the characteristics and policies of successful, independent Arab municipalities in Israel, Dirasat will create a model for best practices that will be used to strengthen other, weaker municipalities to become more effective and efficient. The findings of the initial research, published in 2009, will assist Dirasat and its partners to develop concrete policy recommendations for creating recovery plans and developing training program that are more responsive to Arab local councils’ economic and capacity-building needs. In 2011, Dirasat will be publishing their research to a Hebrew-speaking audience and conducting advocacy re its recommendations.<BR><BR><A href="http://www.ecoeco.org.il/" target=_blank><STRONG>The Israeli Society for Sustainable Economics</STRONG></A>, Erech-Measuring and Fostering Progress in Israel– The project is developing an alternative index to growth other than the GDP (Gross Domestic Product) that takes into consideration additional social and environmental measurements and more accurately describes progress and welfare in society. The goal is to develop a new model of measuring economic growth and to advocate for its adoption among policy makers.<BR><BR><A href="http://www.al-jamaah.org/cgi-sys/defaultwebpage.cgi" target=_blank><STRONG>Jama’ah</STRONG></A>, Social Transformation Practicum and Community Activism for New Teachers – Jama’ah is an Arab center based in the Triangle region for the development of community leadership and social change. Their Social Transformation Practicum program develops educational leadership among students in teacher training colleges through leadership empowerment, critical thinking skills, and nurturing a commitment to one’s community. They then work to facilitate community projects with high-school students throughout the region.<BR><BR><A href="http://www.ipcri.org/IPCRI/Home.html" target=_blank><STRONG>Israel-Palestine Center for Research and Information</STRONG></A> (IPCRI), Drishat Shalom is a project currently under the auspices of IPCRI that aims to strengthen the Israeli peace camp and to support the idea of the two-state-structure in order to deal with the Israeli-Palestinian conflict. Drishat Shalom organizes encounters between representatives of the Palestinian Authority and members of the Israeli media and other public opinion makers.<BR><BR><A href="http://www.green-israel.media-sb.co.il/" target=_blank><STRONG>A Green New Deal for Israel</STRONG></A>, is another initiative currently under the auspices of IPCRI that aims to develop a platform for a green economic policy transformation in all sectors of Israeli society. The policy document analyses energy, transportation, employment and economic tools and suggests ways Israel can build a more sustainable, integrated economy. The platform will serve as a key component of economic policy for The Green Movement in Israel.<BR><BR><A href="http://www.sviva.net/" target=_blank><STRONG>Life &amp; Environment</STRONG></A>, Strengthening Democracy in Israel’s Municipal Government – The project works to advance public participation in local government by strengthening environmental committees through capacity building, and promoting dialogue among citizens and elected officials to promote sound environmental policy. <BR>]]></description>
